Congress has given its OK to the Drought Contingency Plan (DCP), which has already been signed on to by seven western states — including Arizona. It now goes to President Donald Trump for his approval.

The plan aims to help deal with a water shortage if one is declared, but the DCP does not really take on the issue of water conservation. That was, in fact, a point of contention for some in the Legislature earlier this year.
